Fourteen Milling Enterprises Account for One-Third of Ukraine’s Flour Production – Serhii Sakirkin

In 2025, the TOP-14 milling enterprises that are members of the Union “Flour Millers of Ukraine” produced 527.2 thousand tonnes of flour, which is 4% below the previous year’s figure and represents 33% of the country’s total estimated flour output. This was reported by Serhii Sakirkin in his flour market review for APK-Inform News Agency.

At the same time, he emphasizes that since 2022, flour exports have remained under significant pressure due to logistical constraints.

“The war has virtually eliminated the opportunity for our millers to generate additional revenue on international markets. In many cases, export operations allowed producers to increase output volumes and thereby reduce production costs per tonne. However, logistical disruptions have resulted in the loss of nearly all traditional export markets. Moldova remains, and access to the European Union has opened up, with more than half of current export volumes now destined for the EU. Essentially, we are limited to rail and road transportation,” Serhii Sakirkin explains, noting that without the restoration of maritime export routes, Ukraine cannot effectively compete with other global exporters.

The review also highlights that the actual selling price of flour has now almost converged with its production cost. “At present, a profitability margin of 3% is considered a very good result for Ukrainian flour millers,” Sakirkin states.

According to the expert, pricing dynamics in both the flour and bread markets have been shaped by stagnation in production alongside rising input and operational costs. As a result, over the past two years, average prices for bread and flour have increased by approximately 40%.
